Collin County Rejects Controversial Islamic Development Plan

Collin County officials made the responsible decision to reject the initial development plan submitted by Community Capital Partners (CCP) for the project long known as EPIC City, now rebranded as “The Meadow.” This was a proposed 400-acre, Muslim-centered housing and community project in unincorporated eastern Collin and western Hunt counties, counties just outside of Dallas. The rejection was based on their ongoing failure to meet legal and regulatory requirements necessary for responsible community development. 


Collin County Judge Chris Hill confirmed CCP’s application for approval was incomplete, lacking fundamental documentation such as final plat copies, utility “will serve” letters for electric and wastewater infrastructure, and the proper application fee. Because of these gaps, the county could not lawfully move forward with approval, and the project will be re-evaluated only after CCP provides complete materials. 


This outcome reflects sound governance and adherence to the rule of law. Neighborhoods, subdivisions, and planned communities must comply with local and state regulations before receiving development approval, a standard that applies to every builder and developer

seeking to expand in Texas.


A Broader Pattern of Legal and Regulatory Scrutiny


This decision follows a pattern of legitimate state interest and oversight:


  • In April 2025, Governor Greg Abbott’s administration determined the group behind the project had not secured the required construction permits and ordered the cessation of any unpermitted activity. 

  • Multiple state agencies have investigated potential legal and financial irregularities tied to the development group, including inquiries into compliance with Texas securities law and the Texas Fair Housing Act. 

  • In December 2025, Texas Attorney General Ken Paxton filed a lawsuit seeking to stop the development, alleging legal violations connected to the scheme. 


These actions underscore the concerns that extend beyond community sentiment into real questions about compliance with Texas laws designed to protect homebuyers, taxpayers, and neighborhoods.


America was founded on Biblical principles. Texas was founded on Biblical principles. Groups that want to bring foreign law into our state, especially one as dangerous as Sharia law, will be met with public scrutiny. Community leaders, state leaders, and federal leaders must all work together to keep Texas, Texas. Sharia law has no place in our state and never will.
